If you want to stay and live in Navarre

If you do not know the language, the first step is to learn Spanish. Learning Spanish

To be officially registered as a resident of Navarre, you need to be registered on the municipal register (“padrón“).

To access the public health system, you can request an appointment at the nearest health centre to apply for the Individual Health Card (TIS).

If you are in an irregular administrative situation, you are not allowed to work. However, once you have some knowledge of Spanish, you can access training programmes, which may help you obtain residency through social integration (arraigo).

Public Social Services System

This system includes financial, material, and technical support, as well as programmes and professional teams who provide guidance and manage benefits. Public social services are provided by local councils, either individually or jointly.

Who can access these services:
People registered in municipalities in Navarre, as well as unregistered people who are in Navarre in situations of personal, family, or social emergency or extreme need, including exiles, refugees, and stateless persons.

These are the main entry point to the Public Social Services System.

Financial assistance
  • “RENTA GARANTIZADA”:
    A regular financial benefit for people whose basic needs are not covered. More info.
  • Emergency assistance for people at risk of social exclusion:
    One-off financial aid to cover extraordinary expenses or emergency situations that could lead to social exclusion if not addressed. More info.
  • Municipal emergency social benefits:
    Occasional, non-recurring financial assistance for unforeseen social emergencies, aimed at covering basic subsistence needs not met by other benefits or services. These may complement other assistance received.
  • Support for single-parent (mother-led) families:
    Specific financial assistance for single-mother households. More info.
  • Other social benfits for people experiencing poverty or social exclusion:
    Electricity social bonus, regional urban public transport (Pamplona Metropolitan Area and Tudela City Council), and social water supply social tariff(Pamplona Metropolitan Area).
