PREVIOUS NOTE: The training opportunities you can access depend on your administrative status (whether you have a residence permit or not.
1. IF YOU DON’T HAVE LEGAL RESIDENCY
FORMAL EDUCATION
Although you cannot work legally in this situation, you do have the right to take training courses aimed at obtaining a “Certificado de Profesionalidad”, starting with Level 1: CP1. These courses are offered in various locations across Navarra. Earning a Professional Certificate proves you have a recognized professional qualification valid throughout Spain.
You do not need a NIE–TIE (Foreigner Identification Card); a valid passport is enough. No academic or professional qualifications are required either—just a sufficient level of Spanish to be able to follow the course.
To register for your first course, you need to contact your Social Worker or the “Servicio de Orientación e Información Básica en materia de migraciones (SIOB)”. They will register you and provide a personal code that you’ll need for future pre-registrations.
You can also get this code and register for the first time through PIM-MIG or Apoyo Mutuo.
Once you have the code, you can look for training opportunities that interest you by visiting the training offer section of the Navarra Employment Service (Oferta formativa del Servicio Navarro de Empleo). On the left menus, use the filters to select course location (Pamplona, Altsasu/Alsasua, Aoiz…), choose “Certificado de Profesionalidad: Sí”, and search for the CP1 you are interested in:

Taking part in these courses can open the door to “Arraigo socioformativo” (residency on the basis of training), as long as you meet the rest of the requirements — including proof that you’ve been living in Spain for the past two years. See the section about arraigo.

RECOGNITION OF STUDIES COMPLETED IN ANOTHER COUNTRY
Keep in mind that getting your studies officially recognized in Spain can be a long and costly process. For this reason, it might be more practical to focus on training that can help you qualify for “arraigo” (residency) and wait until you’re in a less stressful situation to start the process of validating your academic qualifications.
